The City of The Colony develops and adopts a six-year planning schedule, the Capital Improvement Project List (CIP). The list is updated annually and presented to Council for review. This helps in prioritizing projects and formulating recommended guidelines for the funding of capital projects.
The City has a number of capital project funds. General Obligation bonds and Certificates of Obligation provide the basic resource for general government projects such as streets, parks, public facilities, drainage, equipment and other infrastructure needs. The Community Development Corporation, funded by the half cent sales tax, contributes significantly to the improvements of parks. In addition to the general government projects, the City issues revenue bonds and certificates of obligation for water and sewer improvements.
